Article Abstract:

The bill passed by the House of Representatives policy in December 2005 hinged on a three-fold approach to addressing the problem of illegal immigration in the US: reinforcement of border security, implementation of a guest worker programme and opening a path to citizenship for the eleven million or so illegal immigrants already resident in the US. The House bill passed in May 2006 instead offered a continuation and draconian reassertion of the traditional focus on border control, rejecting both a guest-worker initiative and process of regularization and legalization.

Article Abstract:

Eighty-five members of the United Nations signed a declaration in December 2006 calling for a moratorium as the first step toward a universal abolition of the death penalty. International law states no absolute and general prohibition on the death penalty, but the execution of the former Iraqi President Saddam Hussein in December 2006 gave the issue a renewed prominence.
