The author asserts that crime has very few universal characteristics, since what is legal in one country might be illegal in another or laws may change the legal status of certain activities. With this in mind, he discusses the connection between crime and politics in South Africa and Zimbabwe, due to the accumulation of power and wealth by government organizations.

The seizure of farmland owned by whites by blacks in Zimbabwe is indicative of the race problems and economic inequality found in several African nations. The seizures may influence other nations to support similar activities, even though they do little to improve the economies of the nations involved.
