What do you do when your city is looking at a million-dollar deficit in the current fiscal year?

Article Abstract:

A fictional public management case revolving around a city manager's handling of a million-dollar deficit in the public coffers is presented. During a meeting with his department heads, various solutions were proposed, including raising taxes, annexing additional property, and downsizing. When each solution presented created its own problems, the city manager decided to take the issue up with the mayor. Although the mayor was initially supportive of the city manager's views and plans, he later changed his mind after conferring with a councilman. With the situation clearly being guided by politics more than the need to bail the city out of bankruptcy, the city manager has to develop a winning strategy to address the problem.
