Article Abstract:

The Nolan report was highly critical about the lack of public accountability in planning decisions made by local government officials. Lord Nolan's report on standards in public life was published in Jul 1997. Some observers suggest that the report was incorrect to deny planning applicants the chance to discuss their plans with officials. Others praised the report particularly in its recommendation to make planning procedures more accessible to the public to try to eradicate bribery of officials. Nolan also suggested that people on planning committees should be fully trained.

Surprise inspection

Article Abstract:

The Leeds, England, council have had to apply to government planning inspectors to request an explanation of some aspects of their report into the Leeds Unitary Development Plan. The inspectors surprisingly suggested the White Rose out-of-town shopping centre should be classified as a district centre. The inspectors did not tackle the issue of leisure which had not been covered in the plan. They also failed to make any recommendations about a new food store at Micklethwaite Farm, which will leave the council no choice but to hold a public inquiry.

Article Abstract:

Local Government Association Chairman Sir Jeremy Beecham is supportive of the planned introduction of regional development agencies in the UK, but he insists that the local authorities will still have an important role to play. He feels that the two bodies should complement rather than compete with each other for funding. Beecham has become involved in urban renewal programs which he sees as vital, particularly to help increase employment prospects for the young. Beecham was made President of the British Urban Regeneration Association in 1996.
