Clear incentives

Article Abstract:

The UK government has for some time been instructing local councils that they must not invest in capital projects. However, it now seems to have reversed this policy, and is planning to make 250 million pounds sterling available to councils in the 1997 financial year to construct new facilities using the Private Finance Initiative. This money will take the form of supplementary grants, and will be offered to councils which can show that their contract represents value for money. Furthermore, at least 20% of the risk must be transferred to the private sector contractor.

PFI - can it ever really work?

Article Abstract:

More than 1,000 projects have been identified and are at present either at the proposal or implementation stage under the UK government's Private Finance Initiative (PFI), which is intended to involve the private sector more directly in the provision of public services. PFI has been extensively criticised, and indeed no more than 100 PFI projects are actually operating. However, this approach, which is in fact a method of procurement which dates back many years, will not be reversed. PFI actually has the potential to be extremely successful.

Maintaining standards

Article Abstract:

The Private Finance Initiative (PFI) has served to make the private sector more involved in dealing with the problems which are currently facing education establishments in the UK. Education is widely regarded as having been severely underfunded for many years, and therefore offers considerable opportunities. A number of projects are now being PFI-tested in the further education sector, but schools have mainly been slow to take up PFI because of the unwillingness of local authorities.
