Upbeat over downtown

Article Abstract:

Manchester City Council Deputy Chief Executive Howard Bernstein is very keen any new investment into Manchester, England, should bring rewards for local people and the city. Bernstein has been in charge of the work to rebuild the city centre following damage caused by a terrorist bomb, during Jun 1996. He hopes the 600 million pounds sterling project will have been almost finished by 2000. Bernstein has had to work closely with the commercial interests yet remain accountable to the public. Bernstein has some difficult issues to resolve concerning the various commercial interests involved in the project.

Article Abstract:

The Welsh Development Agency (WDA) has undertaken to improve the infrastucture of North Wales, in order to encourage new businesses into the area. At Llangefni, Anglesey, the WDA is hoping to encourage companies, based in Ireland, to set up new operations at the Bryn Cefni estate. The WDA sold 30 acres of land for industrial development to Easter Capital. Wrexham Industrial Park and Deeside Industrial Park were both promoted by the WDA. Improvement work on the A55 and M56 roads has increased access to North Wales therefore making it more attractive to investors.

Article Abstract:

Redevelopment of city-centres often includes dealing with multiple ownership of properties. English Heritage will need to be approached when historical buildings are involved in the redevelopment scheme. A complete study of alternative uses will need to be presented to support any change of use. Compulsory purchase orders can be very time consuming and may result in a public inquiry. They are used most successfully when a developer is well financed and has planning permission.
