Azerbaijan, the U.S., and oil prospects on the Caspian Sea

Article Abstract:

A discussion of the future of Azerbaijan under the regime of Pres Heydar Aliyev is presented. Aliyev was the former first secretary of the Central Committee of the Communist Party of Azerbaijan and had reshuffled his entire cabinet during the civil war of the summer of 1996. Political observers speculate that Aliyev's administration would suffer the same fate as previous Azerbaijani governments in failing to fulfill their promise of creating a 'second Kuwait' around Baku.

IR's theory is unable to adequately conceive and explain African realities.
