China in 1998: tacking to stay the course

Article Abstract:

China demonstrated its commitment to economic reform in 1998 despite a bleak regional economic scenario made worse by the Asian financial crisis. Its reform efforts were derailed by a host of problems such as discontent among laid off workers, protests staged by pro-democracy activists and growing concerns over corruption and smuggling, but the government vowed to carry on. The reform initiative was backed by an active promotion of bilateral ties, highlighted by a state visit by US Pres Bill Clinton and several summit meetings in Asia.

Institutions, informal politics, and political transition in China

Article Abstract:

Informal politics dominates the power structure in China. Although formal institutions are recognized, the political system is controlled by leaders who combine personal politics with formal position. Informal politics may contribute significantly to policy innovation, but, the lack of institutionalization at the top of the political system and factionalism within the political leadership are expected to continue amidst political transition in China.
