China's omni-directional diplomacy: realignment to cope with monopolar U.S. power

Article Abstract:

China has pursued 'zhoubian' or circumference diplomacy and defense modernization in reaction to the collapse of the Soviet Union. Cognizant of the monopolar US power, China strengthened its relations with the US and in so doing, successfully achieved the most favored nation status. However, its application for membership in the WTO will remain a complicated issue. Moreover, China is unlikely to use circumference diplomacy in dealing with Taiwan and Hong Kong.
