India's new subject-based parliamentary standing committees

Article Abstract:

The 17 new subject-based parliamentary standing committees in India became operational in 1993. These committees facilitate an effective and meaningful dialogue between the government and members of Parliament. The legislative suppression by the dominant Congress party in the 1980s and the rising significance of minority politics has necessitated multi-party debates in Parliament. However, the shortage of funds is hindering the smooth functioning of the new standing committees. Their continuance is imperative to discourage the practice of extra-parliamentary activities.

Bangladesh's experiments with parliamentary democracy

Article Abstract:

Bangladesh's history recounts several attempts of establishing parliamentary democracy that began with the British in 1935. Following military rule and the struggle for independence, a parliament under the 1972 Constitution was established. To prevent incumbent governments from using public resources and influencing the electoral process to remain in power, caretaker governments were formed to supervise elections. Other reform measures were undertaken such as changes in the parliament's committee system and giving the Electoral Commission greater autonomy.

Nepal in 1992: exercising parliamentary politics

Article Abstract:

Politics in Nepal has undergone minimal development in 1992. The present government has condemned previous regimes for the countries myriad problems but its apparent failure in exercising parliamentary politics is more structural than historical. For the past 30 years, no fundamental change has taken place in the nation's political system. Internal discord within the ruling Nepali Congress Party may soon create more problems to the present leadership.
