Sri Lanka in 1997: inching toward a durable peace

Article Abstract:

Sri Lanka scored some concrete results from its peace efforts in 1997. A new constitution that would have pushed the country toward a federal state and which would have been approved by the Tamil community was almost passed. The constitutional reforms that this move promises are seen to represent a political solution to the ethnic conflict that has beset Sri Lanka since 1984. The country's economy began to recover in the second half of 1996 and through 1997, as industrial output rose to 20.7% of GDP.
