Turkmenistan: political, economic, and international developments in the wake of Soviet imperialism

Article Abstract:

Halil Ugur, Turkmenistan's Ambassador to the US, delineates on the economic and state policies adopted after the break-up of the Soviet state in 1991. Ugur asserts that Turkmenistan's Constitution protects the human rights of all its citizens and bestows equal status on men and women, and people of diverse faiths and nationalities. He feels economic reforms encourage and promote foreign investment and foreign trade of oil and gases. Ugur stresses Turkmenistan's faith in non-alignment and neutrality and its belief in global cooperation to solve issues of terrorism and drug trafficking.

The 1988 Brazilian constitution and its authoritarian legacy: formalizing democracy while gutting its essence

Article Abstract:

The 1988 "Citizen's Constitution" of Brazil preserves several undemocratic powers of the military. The constitution, drafted during the transition from military to civilian rule, has preserved the autonomy of the military. Also several Articles in the Constitution and supplementary laws violate basic constitutional principles. Ironically all this has been approved by the civilian majority.
