U.S. assistance to the former Soviet empire: toward a rationale for foreign aid

Article Abstract:

The disintegration of the Soviet Union abolished the common goal of foreign aid, which was to curb Soviet expansion. Without Soviet threat and a clear, unifying goal for foreign aid, a foreign aid crisis ensued, wherein foreign assistance resources continue to follow a downturn while the need for foreign aid increases. Since the mid-1980s when the Cold War ended, US foreign economic assistance has continuously declined in real terms. These can be gleaned from an examination of US assistance to the Newly Independent States and the Central and Eastern European countries.

Too many boats, not enough fish: the political economy of Morocco's 1995 fishing accord with the European Union

Article Abstract:

The signing of a fishing accord between Morocco and the European Union in November 1995 revealed several political economic issues concerning the former country. The accord showed Morroco's continuing desire to secure agreements with industrialized countries, eventhough it threatens the country's natural resources, in an effort to pursue its industrialization ambition. The agreement is also part of Morocco's effort to blur awareness regarding the country's worsening problem in the fishing industry, such as debt and policy gridlock.

U.S. security assistance policy and democracy: a look at the 1980s

Article Abstract:

The relationship between democratic standards and the US' distribution of security assistance from 1983 to 1988 shows that the US foreign assistance program was vague in the promotion of democracy. The reason the US commitment to human rights was muddled was that it failed to commit military aid in support of human rights. Additionally, the Clinton administration must guard against sending unclear messages regarding its commitment to human rights if it truly supports democracy.
