A health service in search of a vision

Article Abstract:

The National Health Service (NHS) has for many years suffered from a lack of strategic direction. The government has established many priorities regarding healthcare, but these do not work well together and do not provide a vision for the NHS. Policies have tended to be developed simply on the basis of political strategy, and short-term thinking has dominated. The government has also been unwilling to allow a large-scale public debate on the future of healthcare.

A firm but healthy direction

Article Abstract:

UK government ministers have been considering the Tomlinson report on hospitals in London, England, but will carry out most of its recommendations. There are too many specialised services in London at the expense of routine care. Health policy requires the closure of St Bartholomew's Hospital. The government has established six reviews of specialist services to report in May 1993. General practitioner services will receive 170 million pounds sterling.

Article Abstract:

The Labour party has shown that it is now willing to be more open-minded in its policies, and this is reflected in its new policy for the health service. This is designed to retain the most successful elements of the changes introduced by the Conservatives, while abandoning the elements which Labour regards as less successful. It is based on an acceptance of the value of a division between purchaser and provider responsibilities.
