Article Abstract:

It is becoming increasingly widely recognized that the zero-tolerance policy introduced by Mayor Rudolph Giuliani in New York, NY, has given the New York Police Dept the right to ignore standards of decency and human rights. Some observers also feel that this policy has fostered racism in the police. There is now growing resentment towards Giuliani among many different community groups in the city. It now seems that Giuliani's political career could be severely damaged by the issue of law enforcement, which had until recently been gaining him widespread support.

UN chief sidelined in new stand-off with Iraq

Article Abstract:

United Nations Secretary-General Kofi Annan is not taking a high-profile role as the US and the UK once again come close to launching missile attacks on Iraq. The situation in Iraq has changed considerably since Feb 1998, when Annan went urgently to Baghdad, Iraq, to talk with Iraqi leader Saddam Hussein. The US has stated that there is no reason for Annan to go to Iraq to seek to resolve the latest crisis, and that nothing can now be done until there is a positive response from Iraq.

He has also undertaken wide-reaching reorganization within the United Nations itself, ensuring that it begins to operate in a more coordinated way. He has been particularly influential in restoring morale among United Nations employees, and his staff have great respect for him.
