A welcome voice from the past

Article Abstract:

Henry Kissinger, who recently delivered his Sixth Independent Lecture in Dublin, Ireland, continues to show the cynical pragmatism that characterized his time at the State Dept. His voice comes from another age, but it is strangely relevant to modern times. One of his main themes in this speech was that ethical foreign policies can very quickly foster the presumption of a universal right to intervene on behalf of the so-called 'international community.'
