The legal right of the US to attack Afghanistan in order to hunt down Osama bin Laden, the prime suspect in the terrorist attacks on the World Trade Centre and the Pentagon, is considered. It is argued that there is a risk of acting before guilt has been properly established.

Scotland Yard has established that 11 of the suicide hijackers who targeted the World Trade Centre and the Pentagon travelled to the US via Gatwick and Heathrow airports. Security officers are also looking at possible links with the remaining eight terrorists.

A surveillance operation by MI5 and Scotland Yard's Anti Terrorist Branch has led to the arrests in London, England, of seven men believed to have connections with the Islamic terrorist organization Osama bin Laden. It is thought that the arrests, under Section 14 of the Prevention of Terrorism Act 1989, are not connected with any unsolved terrorist incident. Scotland Yard has emphasized that there had been no danger of an imminent attack.
