Amnesty offers Italy chance to forget its years of terror

Article Abstract:

Italian President Oscar Luigi Scalfaro has pardoned six minor terrorists who were associated with the Red Brigades group in the 1970s. Some observers believe that this decision could mark the beginning of a process which will allow Italy to put behind it the terrorism of the 1970s. There is a strong desire to avoid widening social divisions through revenge, and it is now widely acknowledged that the terrorists were treated much more harshly by the legal system than ordinary criminals would have been for similar crimes.
