Brown gives carrots for enterprise and takes a stick to benefit fraud

Article Abstract:

UK Chancellor Gordon Brown's pre-Budget report places strong emphasis on encouraging entrepreneurship. The key initiative in this area is a reform of the capital gains tax system to boost investment in start-up companies. Brown has also introduced a scheme exempting 7,500 pounds sterling-worth of shares from income and capital gains taxes, as long as they were held for more than five years. Other measures include a corporate venture initiative intended to permit large companies to invest in small business with the assistance of tax breaks.

Blair urges more work and less pay

Article Abstract:

It is vital that the UK works very hard to become more productive, according to Prime Minister Tony Blair. This must include pay restraint. Blair has expressed particular concern about rising private sector earnings, warning against a short-term approach which may led to higher interest rates and fewer jobs in the future. He has emphasized that he will keep government spending under very strict control, despite pressure from Cabinet members for a rise in departmental budgets.

Selling England by the pound

Article Abstract:

Asset sales will be a key element in UK Chancellor Gordon Brown's commitment to borrowing only to invest, rather than to fund the public sector's running costs. He aims to raise 1 billion pounds sterling a year through asset sales, with a further 2.75 billion pounds sterling coming from local authority asset sales. The Ministry of Defence will make a significant contribution to Brown's aims, as it owns the largest single land bank.
