Culture shock for Bonn bureaucrats

Article Abstract:

The Mitte district of Berlin, Germany, will be the heart of government for all Germany as of 1999. The Mitte constituency was won by the Communist-based Party of Democratic Socialism in the 1994 general election, with the formation of Germany's next government potentially dependent upon the Mitte result. The Mitte region is likely to be a culture shock for the bureaucrats transferring from Bonn, Germany. Locals who previously lived under East Germany's Communist regime complain about the high cost of living and the apparent employment discrimination against east Germans.

Bureaucrats under the scalpel

Article Abstract:

Both the Labour and Conservative parties have stated that it is necessary to reduce management costs in the National Health Service (NHS). The Labour party believes that costs can be cut by 1.5 billion pounds sterling, with senior managers being a key target. However, most observers believe that it will be hard to achieve cuts of this magnitude, and that cuts can only be made gradually in any case. Extensive cuts could also have a negative impact on patient services.

Bureaucrats who lie low in Brussels

Article Abstract:

Brief profiles of 16 EC commissioners are given. The EC Commission comprises a President - Jacques Delors in 1992 - and 16 commissioners, two each from Germany, Italy, Spain, France and Britain and one each from the smaller members. They are appointed by their individual governments without election, on a four-yearly basis. They cannot be dismissed individually and scarcely any examination of their effectiveness is undertaken.
