The significance of the outbreak of foot-and-mouth disease in the UK has been greatly exaggerated. Farmers are a very strong social force, but agriculture actually only accounts for 1.5% of gross domestic product.

There are signs that normal life is beginning to return to Cumbria, England, following the outbreak of foot-and-mouth disease in the county. Local businesses have been badly hit, but people have shown great resourcefulness in overcoming many challenges.
