The town of Cockermouth, England, has a number of long-standing traditions associated with its rural surroundings. These include the Cockermouth Agricultural Show, where local people can display their animals and items they have made. This event also includes a traditional wrestling competition. Local farmers are facing considerable financial difficulties, and the agricultural show is a valuable forum for the exchange of views on issues which are causing them great concern. The show also serves to bring together the wider community.

Its local council has received insufficient funding from central government, and it has very high levels of long-term illnesses. However, there are now indications that conditions in the town are improving. Stephen Houghton, the leader of Barnsley council, is only 38 years old, and is determined to challenge traditional approaches to local administration. He has already established initiatives on issues including education and crime.
