EC speech marred by backlash

Article Abstract:

A Foreign Office briefing note which issued guidance on the Queen's first address to the European Parliament in Strasbourg suggested that the Queen was being used to support a reduction of parliamentary sovereignty. The speech, made on May 12 1992, affirmed the British government's commitment to Europe and referred to the 'vigorous tone of Westminster debate'. When the question of abdication of the sovereignty of Westminster was raised in the House of Commons the Prime Minister said it was not an issue. Michael Spicer, Tory opponent of the Maastricht Treaty, said the British Parliament was essential to British government, unlike other EC parliaments.
