End to divide and misrule?

Article Abstract:

The UK government's Best Value programme is set to put an end to the internal market within local authorities. This programme will be based on the duty of all local councils to improve strategic management and establish performance targets for all services. If standards do not rise in line with targets, then councils will come under pressure to shift services to external providers. Birmingham City Council is running a Best Value pilot scheme which involves the housing department abolishing the client/contractor split.

Contract to succeed?

Article Abstract:

Some observers have expressed reservations about the decision by the London Borough of Lambeth to transfer the whole of its blue-collar direct-service organisation to ServiceTeam, a private company. This contract is regarded as highly innovative, and will probably be taken up by any future Labour government as a preferred alternative to compulsory competitive tendering. Some observers feel that ServiceTeam, a relatively new company, does not have a strong enough background to take on a contract of this magnitude.

A national fighter for local issues

Article Abstract:

It is very valuable to have had experience of working in a local council environment, according to UK Local Government Association chief executive Brian Briscoe. He will also make considerable use of his experience as a planner as the organisation becomes the representative body for almost all local authorities in England and Wales on Apr 01 1997. He believes that positive developments are taking place in local government, with more emphasis on allowing councils to operate independently.
