Those who criticize President Bill Clinton and UK Prime Minister Tony Blair for misjudging the likely Serb reaction to Nato air strikes in response to the Serb treatment of ethnic Albanians in Kosovo, Yugoslavia, should remember that most democratic politicians fail to appreciate the lengths to which dictators are prepared to go. Nato's main mistake was not threatening to use force, but beginning air attacks without having prepared the ground troops required to make the threat credible. Because the ground troops were not prepared, it is now likely that they will have to be used in combat.
