Japan rejects UN aid as fears grow over fall-out

Article Abstract:

A nuclear accident in Tokaimura, Japan, has led to at least 50 people being exposed to high levels of radiation. However, Japan has refused an offer of assistance from the International Atomic Energy Agency. Concern has been expressed about delays in dealing with the incident, with 150 people living close to the nuclear facility not being evacuated for four and a half hours. Japanese government ministers have promised a thorough review of safety procedures in the nuclear industry.

Article Abstract:

Public health physician Dr Jennifer Mindell reported over 80% of the complaints about infringements of the Voluntary Agreements on Tobacco Advertising and Sponsorship in 1991 and 1992. She thinks that about 70,000 such advertisements appear over the country.The Committee for Monitoring Agreements on Tobacco Advertising and Sponsorship (Comatas) require a photograph to be submitted with each complaint. There is no sanction when a complaint is validated.

Issues concerning international negotiations on greenhouse gas emissions are discussed. One of the most important questions is whether and on what basis countries can include the carbon taken up in growing biomass in their carbon dioxide targets.
