Judicial powerhouse that will safeguard the new world order

Article Abstract:

European Union officials are shortly to review the most recent draft of the treaty designed to create an International Criminal Court. The US will have a strong influence on how independent this institution will be. Some observers believe that the desire of the US, strongly supported by France, to have a court with only limited powers will mean that it will have little impact in practice. Furthermore, there are also questions about which arm of the United Nations the court will be accountable to and whether trials in absentia will be permitted.

Article Abstract:

The annual G-7 summit meetings generally produce no resolutions of any real consequence. They are accompanied by considerable ceremony, and no decisions are expected. Most meetings have been overshadowed by the key issue of the moment. In 1999, this is Kosovo, Yugoslavia. Particular attention is being given to Russia's role in Kosovo and whether Russian President Boris Yeltsin will appear at the 1999 summit, taking place in Cologne, Germany.
