Article Abstract:

Modernization has become the most significant theme of the UK government. There are ways in which New Labour is clearly the party of modernization. Most significantly, it is modernizing the relationship between public spending and the delivery of services. There are some dangers associated with the modernization theme, as ordinary people must be able to feel that it has made a real difference to their everyday lives. However, modernization also has a significant political advantage, as it can reflect very badly on the Conservatives if they oppose it.

The UK Labour party has committed itself to improving public services, but has not yet established how this can be achieved. If it does not manage to improve public services during a second term, then it will not be re-elected.
