New PEP issues disappoint

Article Abstract:

The marketing of new personal equity plans (PEP) issues has encouraged financial advisors to recommend them and inexperienced investors to purchase them. Some holdings' values have decreased, particularly where ordinary income shares have been bought. Most investors bought the share package that removes the gearing built into the split capital trust structure with income shares. The performance of 15 recent issues against the all-share index is optimistic. The 'Investment Trust Yearbook 1992' of Credit Lyonnais Laing published Apr 1992 and the 'County NatWest 1991 Investment Trust Annual' are critical of new issues.

There are many varieties of Personal Equity Plan (Pep) and it is difficult for the investor to choose. Much depends on the amount invested and the term of the investment. 'Self-select' Peps enable the investor to choose where the investments are made; 'managed' Peps indicates that the portfolio is chosen by the plan manager. A combination of the two types is also possible. Most investment is UK based, though European shares are also available. Charges are levied on Personal Equity Plans and if only small amounts are invested, these charges can cancel out any tax benefits.

Personal Equity Plans (PEPs) are valuable for long-term savers. Dividends are tax-free. Married couples may invest 18,000 pounds sterling in PEPs between them. Savings plans range from 25 to 1,000 pounds sterling. Investors choose between shares and funds. The PEP may be self-selected or managed. Charging varies considerably. Objectives and performance should be investigated. Comparison with competitors is essential.
