Poor relations in race for government cash

Article Abstract:

The Urban Programme, which funds many support centres for ethnic communities, and City Challenge are to be suspended. Section 11 workers funded by the Home Office will be reduced from 1994/5. In 1996 a new competitive bidding scheme may emerge. The Race Equality Policy Group recommends power to spend capital and revenue money on any anti-racist provision. Some councils integrate provision for ethnic minorities into core services.

Volunteer groups contract in

Article Abstract:

Many local authorities have reduced grants for voluntary services but they are essential for implementing care in the community proposals. Wiltshire County Council organised a forum of volunteers to discuss a contract culture. Definition of service standards is difficult. The National Council for Voluntary Services surveyed the system to check on its effects. Negotiations should produce beneficial arrangements.

Parishes pumped for extra cash

Article Abstract:

It has become common for parish councils to pay for additional policing services as local authority budgets are cut. Parish and town councils do not come within the capping system, so represent a valuable source of additional income for police forces when money from county councils is drying up. However, they are limited in their tax-raising, and are now calling for greater powers to raise and spend money.
