Call for utilities to fund accounts for cashpayers

Article Abstract:

Privatised utilities have been urged to fund easy-to-use current accounts to encourage some 4mn people in the UK without a bank deposit to put money into a financial institution. Nearly 1 in 10 adults have no bank account according to a study by the British Bankers' Association and Bristol University with 6%-9% of the population having no access to a bank account. It was suggested that a large number of the 'unbanked' were on low incomes and kept their savings in cash in order to pay weekly utilities bills, while distrusting current methods of payment such as Direct Debit.

Lord Gillmore of Thamesfield

Article Abstract:

Diplomat David Gillmore studied French and Russian at King's College, Cambridge, England. He joined the Foreign Service in 1970 at the age of 36. He gained his first posting, to Moscow, Russia, in 1972, and in 1978 went to Vienna, Austria, as the Counsellor and Deputy Head of the British Delegation to the Mutual and Balanced Force Reduction negotiations. He became High Commissioner in Kuala Lumpur, Malaysia, in 1983, and on his return became Deputy Under-Secretary of State with responsibilities for a large part of the world.
