Article Abstract:

A new broadsheet, 'The Weekly Journal', is launched on Apr 30 1992 aimed at the black ABC1 group. Voice Communications, the black publishing house, plan a print run of 40,000, edited by Ms Isabel Appio, an experienced journalist. Advertisers in 'The Voice' complained that they were not getting the required response so 'The Weekly Journal' will target black people with high professional status. It will contain hard news, analysis of African and Caribbean news and profiles of prominent blacks in a sharp, authoritative style.

Article Abstract:

Consistently rising costs for a college education are fed by a variety of economic factors that permit universities to spend what they gain or earn in revenues. Part of the problem can be attributed to the federal government's expansion of student loan resources. Higher education has managed to escape any effort to re-engineer its fiscal structure and avoid any consumer-driven movement for fiscal accountability of the value of a college program.
