Scots romantic who would reinvent the power of the Union

Article Abstract:

George Robertson, the shadow secretary of state for Scotland, has been placed in a very difficult position as the UK Labour party has made changes to its policy on devolution. The party has now committed itself to a referendum on devolution if it wins the general election, with Scots being asked to express their views on whether Scotland should have a devolved parliament and whether such a parliament should have the power to levy taxes. Robertson regards a referendum as offering valuable opportunities, and believes that a Scottish parliament with powers to tax would not actually use these powers very much.

New hope for inner cities is made in the USA

Article Abstract:

Inner city decline in the UK could be tackled by using methods which have already proved successful in the US. Academic and economists are particularly interested in New York's business improvement districts, a scheme which allows private, non-profit companies owned by local businesses to improve local services by using money gained from a compulsory levy on all businesses inside the improvement district. There are now more than 1,000 business improvement districts in the US.
