Has America's hero got out at the top?

Article Abstract:

A long-term assessment of the influence of former US Treasury Secretary Robert Rubin will probably conclude that he deserves much of the credit for the return to surplus of the Federal budget. He will be judged as having handled domestic economic policy well, and will be seen as having given the international markets confidence to withstand potentially extremely damaging emerging market crises. However, his overall reputation will be determined by whether the US manages to grow its way out of its external deficit.
