The lesson from the underclass

Article Abstract:

The Blackbird Leys housing estate in Oxford, England, gained a very negative reputation in the early 1990s when it was the focus for joyriding activity by teenagers. It now appears relatively quiet, and its houses are quite well tended. However, a majority of its residents qualify for housing benefit, and unemployment is almost double the level of the rest of the city. It has very poor health, transport and shopping facilities. However, local people have a strong community spirit, and have set up projects including playschemes and family centres.

The Home Secretary is very much at home

Article Abstract:

Many observers believe that UK Home Secretary Michael Howard has made a considerable number of serious errors since his appointment in May 1993. He always seems to manage to shake off responsibility for these problems, even though many court rulings have gone against him. He is clearly a very cunning political operator, and is always willing to take on critics directly. However, he uses management techniques which ensure that he does not have to deal with the most sensitive situations.

Pope urges protest against abortion laws

Article Abstract:

Pope John Paul II's 11th encyclical, 'Evangelium Vitae,' strongly condemns abortion, euthanasia and experimentation on human embryos. It also takes a strong line on capital punishment, declaring that justification for the death penalty is 'very rare.' It calls on Catholics to join non-violent campaigns against laws which have no respect for the fundamental right to life.
