The wrong debate on university standards

Article Abstract:

There is currently extensive debate about the standard of university education and the role of universities, but most of it fails to address the most important issues. It is vital to acknowledge that many more people are now becoming involved in handling information, that graduates are now starting to work in areas which have traditionally been dominated by universities and that a key role of universities must be to educate people who will then be able to work in industries which will provide the funding for universities. Standards should be viewed in qualitative as well as quantitative terms.

There have been a number of moves in the UK over recent years to create a three-tier university system, with the most prestigious universities offering research and teaching in all subjects and receiving the majority of research funding. Second-class universities would teach and research in a smaller number of subjects, while third-class ones would offer only teaching. Such an approach would be misguided, as it would concentrate funding on a small number of top universities and deny the others the opportunity to make improvements.

The bottom line on standards

Article Abstract:

The Higher Education Quality Council's (HEQC) Graduate Standards Programme is looking at the possibility of establishing threshold standards, setting down the basic skills which students must demonstrate in order to receive a range of undergraduate degrees. This will not go as far as a set of national curricula similar to those used in schools, but will overcome problems with different subjects being assessed with reference to different thresholds, especially in modular degrees.
