West drags its feet while innocents suffer

Article Abstract:

The United Nations High Commissioner for Refugees (UNHCR) called a conference on Jul 29 1992 to discuss the plight of refugees from the former Yugoslavia. In 1981 the UNHCR agreed on international policy offering a minimum of temporary refuge to displaced persons and inter-state assistance to share the load. Inadequate finance has been forthcoming, living conditions in the refugee camps are poor and resettlement may never happen. Some European countries fear that the refugees might become permanent immigrants.

What the leaders of Europe agreed

Article Abstract:

At the Edinburgh Summit in Dec 1992 EC leaders agreed on steps towards a second Danish referendum. They decided on new papers on subsidiarity, a seven-year budget structure, a growth initiative and negotiations on enlargement. They condemned the Serbian government and agreed to take new initiatives in Bosnia-Herzegovina. The summit decided on disclosure of EC migration policies and non-acceptance of racist attacks, agreement on EC institutions and measures to develop relations with eastern Europe.

Clinton stuck to 'coward's war' strategy

Article Abstract:

President Bill Clinton has insisted that the war in Yugoslavia should be fought from the air, and he has resisted pressure to employ ground troops, despite criticisms that this was a coward's approach. There was a fear that defeat would have to be conceded, or a ground war would be necessary. The operation in Yugoslavia has been complex in contrast to war in the Gulf, since the terrain presents more problems, and there has been an effort not to kill civilians.
