What makes Harriet Harman tick?

Article Abstract:

It is important to avoid confusing personal views about UK Social Security Secretary Harriet Harman with the conflict over the government's plans to cut benefits for lone parents. This policy is not solely of her making, and is at least partly prompted by the decision of Chancellor Gordon Brown to remain within the spending limits set by the previous government. She has a strong desire to encourage the poor, including poor single mothers, to boost their income and prospects by working rather than surviving on benefits. Cutting benefits for lone parents goes far beyond the popularity or otherwise of an individual government minister.

The Treasury should do its thinking out loud

Article Abstract:

The case of the leaking of the secret UK Treasury document about reform of the welfare state indicates that the government should be less secretive. Government ministers asked about plans have admitted that they would not have the courage to make their ideas public, but allowing the subject to be discussed nationally might not be politically damaging. Whilst the idea is frightening to some people, others would welcome reform. It appears that the Chancellor of the Exchequer, Kenneth Clarke, and senior Treasury Ministers were not involved in preparing the document.

Blair's Darling of welfare reform

Article Abstract:

UK Prime Minister Tony Blair has removed Social Security Secretary Harriet Harman and Minister for Welfare Reform Frank Field. Harman will be replaced by Alistair Darling, with John Denham acting as his deputy. Blair believes that Darling and Denham will be more effective in bringing about real welfare reform than either Harman or Field were. It is wrong to claim that Blair has made these changes because he has abandoned the concept of welfare reform.
