The UK High Court has ruled that it is illegal to hold teenage girls in prison alongside adult female criminals. This move has been welcomed by prison officers, who have found it impossible to care for both young offenders and older female criminals in the same environment. In most cases, prison officers working in women's prisons have received no special training in dealing with seriously disturbed young women, and it is common for no provision to be made for the education of these inmates. Furthermore, teenage girls can also have a negative influence on older prisoners.

There have been a considerable number of releases of hip-hop recordings with strong production and a clear British identity in 1998. Labels such as K'Boro, Jazz-Fudge and Big Dada have found a receptive market, and the entire hip-hop scene has become characterized by an entrepreneurial spirit. Initially, British hip-hop artists sounded American, but an individual British hip-hop style is now beginning to emerge.
