Article Abstract:

Some local councils in England have seen significant losses on contracts awarded to in-house teams, usually known as direct service organizations or sometimes direct labour organizations. Compulsory competitive tendering regulations dictate that these organizations must break even after setting aside 6% of costs as a capital financing charge. Some observers believe that the traditionally close links between trade unions and the Labour party have prompted Labour-controlled local councils to protect their works departments from competition.

Article Abstract:

Local councils in the UK must make more effort to ensure that senior financial staff have time to deal with strategic issues, according to the Audit Commission. In particular, finance directors must be able to devote more attention to risk management and internal audit. Most finance directors currently devote most of their time to maintaining departmental services and to advising other departments. Pressures on them will increase as a result of developments including partnerships with outside bodies.

Article Abstract:

The Audit Commission described the role of council members in a 1990 report as being a politician, a board member and a community representative. Compulsory competitive tendering caused more lucid policy setting and more delegation. Committees have been restructured.Customer charters seem to reduce the representative role. Kirklees streamlined the decision making process so that the lowest possible level takes the decision.
