10p in the pound starting rate is lowest for 37 years

Article Abstract:

UK Chancellor Gordon Brown has announced in his 1999 Budget that a 10p starting rate of tax will apply from Apr 6, 1999, to the first 1,500 pounds sterling of taxable income above the personal allowance. He has also stated that the government will cut the next tax level from 23% to 22% in Apr 2000. The 20% tax rate will be abolished, which means that the 23% tax slice will be extended downwards. The personal tax allowance will be raised by 140 pounds sterling in 1999 to 2000 to 4,335 pounds sterling, while the higher tax bracket of 40% will apply to earnings above 28,000 pounds sterling.

Middle class loses out as children gain

Article Abstract:

Middle class couples will be negatively affected by UK Chancellor Gordon Brown's 1999 Budget. The married couple's allowance will be abolished from Apr 2000, and Mortgage Interest Relief at Source is also being eliminated. There is a new chilren's tax credit, which will go to around 5 million families, but this will not benefit families where one or both partners pay the higher rate of tax. Brown has emphasized that this Budget will assist in creating a fairer society by boosting support for families with children.
