Yeltsin envoy has strong ties to West

Article Abstract:

Viktor Chernomyrdin, who has been named by Russian President Boris Yeltsin as Russia's special envoy for resolving the conflict in Kosovo, Yugoslavia, has been less critical of Nato than most other Russian politicians. His appointment indicates that Yeltsin is seeking to present Russia as mediator. Chernomyrdin has stated that Russia should seek to put a stop to the conflict as soon as possible, with both sides being encouraged to attend negotiations.
