Barriers to the software industry development in Japan: the structure of the industry and software manpower

Article Abstract:

The weakness of the Japanese software industry is attributed to its high dependence on system vendors. A character of the industry is the confinement of software design houses and software production houses to software development by estimating mere labor costs. Low business performance is reflected in poor productivity and demoralization of software developers because they are limited to routine tasks. Quality circles have been introduced to improve performance.
