The 105th Congress: A mixed bag of achievements

Article Abstract:

Lawmakers at the 105th Congress were able to make some significant legislation despite the political chaos and internal divisions. A notable achievement was the passing of the Transportation Equity Act for the 21st Century (TEA-21), representing the largest investment in transportation construction by the nation since the 1950s. A stand-alone appropriations bill for Department of Transportation (DOT) programs was planned, but the measure was attached to the omnibus bill.
