DOE nurtures openness to med past miscues

Article Abstract:

The Department of Energy (DOE) is committed to openness, and it has released documents relating to the injection of humans with plutonium between 1945 and 1947, as part of its openness policy. Some have applauded the act of openness, but others were disturbed when it was revealed that many experiments were performed on the public without their consent.
