Designing for the 'first flush.'(includes a related article on the sand filter bed filtration system developed by the North Irving Transit Center, Irving, Texas)

Article Abstract:

The National Pollution Discharge Elimination System of the Environmental Protection Agency requires the removal of the first 15 mins storm runoff before it reaches the draining facilities. Water cleaning systems include a water-quality control compartment (WQC) and a peak-discharge control compartment (PDC). Water from the WQC is filtered using a filter berm, filter chamber or sand filter bed and then fed into PDC. A computer program can be used to model the flow and staging of WQC and PDC.

From sludge to biosolids

Article Abstract:

The EPA released its final sludge-disposal rules on Dec 1,1992, after more than 15 years of regulatory process. More than 7,500 publicly owned treatment works (POTWS) would benefit from the new regulations. They produce 68% of the sewage sludge in the US. The regulations mandate limits for 12 heavy metals, pathogens and hydrocarbon emissions from incinerators. Guidelines are also provided for the proper land application or disposal of sewage sludge.

Storm-water permits, trickle become torrents

Article Abstract:

The EPA's new General Storm Water Permits Program, considered by its critics as a sweeping environmental regulation, is being questioned in terms of its relative benefits as compared to the high cost of its application. This regulation is the result of Conress' direction of the EPA for it to develop a regulatory program to address storm-water discharges. However, due to the insistence of some groups, certain requirments are being amended.
