EPA's 1999 budget request highlights climate change, water quality programs

Article Abstract:

The proposed EPA budget for 1999, which encompasses a 6% increase, or $400 million, mirrors several new policy orientations for the agency, while incorporating fundamental changes in the preparation of the budget, consistent with the stipulations of the Government Performance and Results Act. EPA Administrator Carol Browner has petitioned Congress for a $7.8-billion budget for the agency, which encompasses a $230.6-million allocation for climate change, and an additional $8 million to fulfill its children's health agenda. The proposed 1999 EPA budget is formulated on 10 goals, including pollution prevention and risk reduction, clean air, safe food, and better waste management and restoration of contaminated sites.

Building a National Water Quality Monitoring Program

Article Abstract:

Plans to establish the National Water Quality Monitoring Council advances following the Intergovernmental Task Force on Monitoring Water Quality's (ITFM) proposal of a guideline for a nationwide voluntary monitoring strategy. The recommendations included the development of a monitoring framework that is comprehensive and flexible and the identification of indicators for measuring whether the goals set by the guidelines are being met. ITFM plans to address the need for a program to ensure the efficient implementation of the nationwide framework in its future meetings.

Revised water quality rules to spotlight local needs

Article Abstract:

The Environmental Protection Agency (EPA) is soliciting suggestions from interested parties on the implementation of regulatory programs. The objective of the EPA is to customize its regulatory programs and standards to meet the specific demands of protecting individual watersheds in compliance with the Clinton Administration's Clean Water Action Plan. This would enable regulatory programs to comply with the provisions of the Clean Water Act. Submission of suggestions ends on Jan. 4, 1999.
