Clinton's budget for the environment

Article Abstract:

Environmental issues have received mixed treatment under the Clinton administration's planned FY 1994 budget. Considerable funding has been allocated to global change programmes, and the Department of Energy's (DOE) overall funding has been increased by 3% to $19.6 billion. However, EPA and the National Oceanic and Atmospheric Administration (NOAA) are likely to have reduced budgets, and there remain uncertainties in several areas. The situation has been made more complicated by the defeat of the stimulus, or jobs, legislation, which covered a number of environmental schemes. The government's attempts to reconcile environmental needs with reduced federal expenditure are discussed.

Adapting U.S. technology policy to a changing world

Article Abstract:

The United States must reevaluate its technology priorities in order to promote innovation, economic competitiveness and environmental conscientiousness. With 60% of federal funding for industrial research being directed towards defense-oriented technology, development of solutions for environmental problems is only weakly encouraged. Technological developments are needed in the areas of energy capture, storage and end-use; agricultural biotechnology; alternative and precision catalysts; separations; precision fabrication; materials, and information and contraception.

Technology and the new administration

Article Abstract:

The Clinton administration has announced several initiatives in line with government efforts to protect the environment. One initiative calls for the development of cars that run on alternative energy sources such as electricity and fuel cells. Another initiative calls for the redesign of federal buildings to make them more energy-efficient. In addition, the government is providing financial support for civilian research and development.
