Fail-safe skies: coming in the 21st century?

The Federal Aviation Administration is planning to automate air traffic control procedures at a cost of $32 billion. The automation is essential because controllers, in the early 1990s, are using equipment that is about 20 years old, and air traffic is expected to double within ten years.
