Is science lobbying an oxymoron?

Article Abstract:

Scientific organizations need to fight for their fiscal lives in the GOP-controlled Congress, but their self-righteousness and their nonprofit structure make them poor lobbyists. The few instances of research funding saved by lobbying have come at the expense of other science programs.

The cost of scientific pork keeps going up

Article Abstract:

The 1992 and 1993 defense appropriation bills include funding for at least 49 special research projects, but the universities have received few of the promised funds. Congress has decided that many of the projects must undergo a 'merit review' before grants can be awarded.

NIH up, for now; fusion down

Article Abstract:

Fusion research was cut $11 million, to $233 million in the 1997 budget passed by both houses of Congress. A 4.1% raise for the NIH, part of a separate bill, may still change, due to a argument with the White House over education-spending levels.
